摘要
本文通过分析当前气象服务发展瓶颈及瓶颈原因,发现其与标准化缺乏有关,标准化在气象服务发展中所表现的"基础性、规划性、统一性、协调性、创新性"的基本效用能直接消除瓶颈形成机理和破除瓶颈,得出标准化在气象服务可持续发展中具有不可替代的效用,且这种效用是长效的,二者互为良性循环支撑。
Through the analysis of the current meteorological service development bottleneck and its causes, the paper finds out that standardization plays an irreplaceable and long-term effect in the sustainable development of meteorological service, whose basic features are able to directly break the bottleneck and its mechanism.
