摘要
学术权力弱化的根本原因在于高校学术权力的非独立性,权力行使主体的认定、主体结构和素质、权力运行等几个权力构成要素造成了学术权力丧失独立性,同时行政权力由于其特性使然必然对学术权力进行强势干涉,进一步弱化了学术权力行使。要增强学术权力的行使,首先要通过构建独立的学术组织,其次是在制度制约的情况下,全面公开权力运行过程,确保高校权力始终掌握在合适的人手中。
The reasons for weakening academic power lies in the non-independence of academic power resulted from the identification of the power subject,subject structure and quality and the operation of the power.Moreover,the strong interference of the administrative power weakens the academic power further.Enhancing the academic power can be realized by establishing independent academic organization,making the operation of the academic power open under the guidance of rules and making sure that the power of institute of higher learning is in the right person＇s hand.
