摘要
大学权力制约是权力运行的内在要求,是现代社会组织治理的需要,对大学人才培养和学校健康发展具有特殊的重要性。建立大学权力制约机制,明晰大学的组织结构和权力结构是前提。大学组织中主要存在党组织系统、行政系统、学术系统、社群系统,相应地,它们分别具有政治权力、行政权力、学术权力和民主权力。针对当前我国大学治理中存在的主要问题,大学权力制约需要建立分权制约、制度制约、程序制约、权利制约和文化制约等机制。
University power restriction is the internal requirement of power running,and is also the requirement of modern society organization governance,which is significant for university talent cultivation and the healthy development of university.To construct the restriction mechanism of university power,it needs to clarify the organization structure and power structure.There＇re several systems in the university,such as party organization system,administration system,academic system,and community system.Then,there＇re corresponding political power,administration power,academic power and democracy power.To solve the main problems in the university governance,it needs to construct such restriction mechanism as decentralization restriction,institutional restriction,procedure restriction,rights restriction and cultural restriction.
