摘要
国际移民问题由来已久。自全球化趋势出现以来,国际移民问题日益凸显,从而引起世界各国的广泛关注与重视。在全球打击非法移民的浪潮下,一些国家和地区对非法移民开始放宽政策,从法律和人道上予以宽待和关怀,国际移民政策在局部国家和地区出现了除罪化的趋势。这种趋势虽然还未蔚然成风,仅表现为个案,但是作为移民史上的新现象、新趋势,值得世界各国移民部门研究和关注。通过对这种趋势的研究和了解,对我国"三非"外国人管理以及在华外国人管理具有重要启示和借鉴意义。
International migration is a time-honored issue. Since the trend of globalization appeared,international migration has become increasingly prominent, causing widespread concern and attention of the world. In the global fight against the tide of illegal immigration, some countries and regions have begun to liberalize the policy on illegal immigration, to be legally lenient in dealing with, and show humane care for illegal immigration. International immigration policy has appeared trend of decriminalization in some countries and regions. Although this trend has not yet become common practice, as the new phenomenon and new trend in the history of immigration, it is worth the study and attention of the immigration departments of the countries around the world. Through the study and understanding of the trend we can get inspiration for the management of three kinds of illegal foreigners in China and other foreigners in China.
