摘要
目前,现行体制、机制与公共图书馆法人治理结构在图书馆运营管理、人员招聘、职称评聘、经费划拨和使用等方面产生了诸多冲突。为解决上述冲突,引入市场机制是公共图书馆完善法人治理结构的有效途径,具体做法如下:设立独立于政府机构的公共图书馆理事会,行使法人权利;规范公共图书馆举办者的权利和经营者的权利;以市场机制配置公共图书馆资源。
Nowadays, the present system and mechanism conflicts with the corporate governance structure of the public library in respects of the operation management, the employee recruitment, the evaluation of professional titles, the allocation and use of library funds, and so on. In order to solve above conflicts, the effective way of improving the corporate governance structure of the public library is introducing the market mechanism, these Concrete methods are as following： establishing the board of trustees of the public library independent of the government agency to exercise legal person＇s rights; specifying rights of the holder and the manager of the public library; allocating resources of the public library through the market mechanism.
