摘要
PX事件的频发反映我国现今环境保护领域公共利益与部门利益的激烈冲突。如何规范政府行为,明晰政府环境责任,做到公共利益与部门利益的统一是解决此类问题的根本途径。深入分析我国政府环境责任的不足及其根本原因,从公众参与角度改革完善我国政府环境责任,是控制规范我国政府行为,加强环境保护,促使政府主动维护环境公共利益的根本举措。
The frequent outbreaks of PX events reflect the intense conflict of public interest and the interests of our current environmental protection department. How to regulate government behavior, clear government environmental responsibility, a unified public interest and the interests of the sector is the fundamental way to solve such problems. In-depth analysis of the root causes of deficiencies and environmental responsibility of government, public participation is to control the behavior of the Chinese government to strengthen environmental protection norms, prompted the government to take the initiative to preserve the environment of fundamental public interest initiatives.
