摘要 生态效率是衡量经济系统和环境之间相互关系的核心指标。文章在对传统的DEA模型修正的基础上,采用非径向、非角度的SBM模型对安徽省9个城市煤炭产业生态效率进行了测算,并给出了相应的改善途径。研究显示:2003-2012年期间,安徽省煤炭产业生态效率整体低下,9个城市均未达到生态有效。投入产出的冗余率均处于较高水平,淮南和淮北表现较为良好,但仍存在改进空间;其他地区,尤其是阜阳、亳州等地,需重点改进。最后,文章提出了树立正确的技术创新意识、拓展资金融入渠道等提高安徽省煤炭产业生态效率的针对性建议。 Eco-efficiency is a core indicator to measure the relationship between the economic system and the environment. In this paper, a non-radial non-oriented SBM model of DEA is applied to measuring the eeo-efficiency of the coal industry of nine cities in Anhui Province from 2003 to 2012. The results show that the eco-efficiency of coal industry in Anhui Province presents low developing trend, with all the nine cities not reaching optimization level. Besides, the redundancy rates of the inputs and outputs are in high levels. Huainan City and Huaibei City perform better but still need to be improved. Others, especially Fuyang City and Bozhou City, need to pay more attention to it. Some measures to improve the coo-efficiency of coal industry in Anhui Province are also put forward, including establishing correct technological innovation consciousness and expanding approaches of financing.
