摘要
采用传统博弈和演化博弈相结合的方法对港口竞争协调的内在机理进行分析,发现港口市场的寡头垄断特点和竞争的"路径依赖性"是造成港口间缺乏协调动机的主要原因,完全依靠市场调节无法实现港口间的协调发展.提出区域港口间应该签订"协调发展协议",规定违约的"惩罚金"和合作的"补偿金",并进一步运用演化博弈理论证明了通过将"惩罚金"和"补偿金"提高到一定额度,可以大大提高港口间进行自发协调的积极性.基于前文的结论,有针对性地提出规制最高价格、设计利润分配机制、进行资本渗透和融合、加强行业管理、推动差异化发展等促进区域港口协调发展的措施.
Both traditional game theory and evolutionary game theory are firstly used to analyze the inner competitiveness and coordination mechanism for regional ports,and it is found that the oligopolistic market characteristics and ＂path dependence＂of competition are two main reasons for lack of coordination between ports,so coordinated development between ports can not be achieved by pure market competition. In the next part,＂coordinated development agreement＂which contains ＂punishment payment ＂and ＂compensation expenses ＂between regional ports is put forward,at the same time. In fact,the increase of ＂punishment payment＂and ＂compensation expenses ＂ to a certain limit can greatly improve the ports＇ spontaneous enthusiasm for coordination is proved by the method of evolutionary game theory. At last,some measures for promoting coordination between regional ports are put forward,including the methods of regulation on the maximum price,profit allocation,capital penetration integration,industry management,and differentiation development.
