摘要
近年来,贵州民族地区城镇化建设日新月异,但总的来看仍很滞后,表现在体制机制上,存在着产业发展不足,城乡要素平等交换和公共资源均衡配置难度大等问题。必须认真研究并破除制约贵州民族地区城镇化建设的体制机制障碍,探索产业和城镇融合发展新机制,推进城乡要素平等交换,促进公共资源均衡配置,深化土地制度改革,深化投融资体制改革,创新城市管理体制机制,推进农业转移人口市民化,建立健全区域协调发展体制机制,认真落实党的民族政策,进一步加快贵州民族地区城镇化进程,促进贵州民族地区与全省全国同步全面建成小康社会。
In recent years,urbanization construction in Guizhou minority region changes rapidly,but the overall is still very backward in system and mechanism,there are problems of insufficient industry development,equal exchange elements between urban and rural areas, public resource allocation. We must seriously focus on the research and elimination institutional obstacles restricting of urbanization process in Guizhou minority areas,explore the fusion developing mechanism of industries and cities and towns,promote urban and rural elements of equal exchange and balanced allocation of public resources,deepen the reform of land system and financing system,innovate city management system and mechanism,advance agricultural transfer of population urbanization,establish and improve the mechanism of regional the coordinated development,implement conscientiously the CPC＇s ethnic policies,further accelerate the process of urbanization in ethnic areas in Guizhou,promote Guizhou minority areas and the national synchronization building into a well-off society.
