摘要
十九大报告提出"我国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾",而民族地区作为我国经济发展"不平衡不充分"的重要表现,有机会在新形势下借助社会主要矛盾转变的力量实现加速发展。本文着眼于"不平衡不充分"在民族地区的主要表现,分析其长期存在的根本原因、直接原因以及客观原因。倡导在厘清民族地区经济发展优势与难点的基础上,充分发挥民族地区的资源优势,探索资源的价值实现与溢价机制,将潜在的后发优势转化为现实的经济发展。
The nineteen report of the national congress of the CPC has pointed out that“themain social contradiction in our country has changed into the contradiction between the growingdemand for better life and the unbalanced and inadequate development of the people”. As animportant manifestation of the“unbalanced and inadequate”in the economic development of ourcountry, the minority areas can seize this opportunity to accelerate development by taking advantageof this change of main social contradictions under the new situation. Focusing on the mainmanifestations of“unbalanced and inadequacy”in minority areas, this article analyzes the essentialcause, direct cause and objective elements of its long -term existence, it advocates to take fulladvantage of the dominant resource and to explore the value realization and premium mechanism ofresources on the basis of identifying the advantages and difficulties of economic development to turnthe potential advantages into practical economic development in these minority areas.
