摘要
职称考核聘任工作一直是事业单位人力资源管理工作的重点和难点。以江苏省人民医院为例,基于医院当前的发展战略目标,以医院实行专业技术职务聘任制为背景,结合医院自2006年开始的卫生专业技术职务聘任考核体系改革的实践经验,从医疗、教学、科研三方面,分析卫生专业技术职务聘任制中以考核评价体系为导向,对实现医院发展战略的积极作用。同时也揭示了建立卫生专业技术职务聘任考核体系中亟待解决的问题,并进一步提出完善专业技术职务聘任考核体系的几点思路,以期给同类型医院职称聘任工作提供参考。
Professional title assessment and appointment has always been a highlight and difficulties of human resources management in state-run institutions. Based on the current strategic goal of hospital development and professional title assessment and appointment system, and the practical experience of the reform of health professional title assessment and appointment system since 2006 ,Jiangsu Province People's Hospital has analyzed the positive role of health professional title appointment oriented by assessment system in the strategic development of the hospital from the three aspects of medical treatment, teaching and scientific research, revealed the problems existing in the establishment of health professional title assessment and appointment, put forward several points of thoughts on perfecting professional title assessment and appointment and made it reference for the work of title assessment and appointment in the hospitals of the same type.
