摘要
以农业活动为主体的乡村旅游与农村土地流转关系密切,两者的联系集中体现在土地经营权集中这一问题上。土地流转可以较好地解决旅游用地及旅游业发展面临的资金瓶颈问题,还可以盘活农村劳动力市场,推动乡村旅游的健康发展。乡村旅游开发要求集中土地经营权,其发展过程中带来经济效益并新增就业机会,既实现了旅游扶贫目的,又满足了农民离土不离乡的愿望,最终使得乡村旅游成为驱动土地流转的重要因素。本文基于土地流转与乡村旅游发展的互动机理探讨,通过各地实际案例的详细剖析,提出依托土地流转发展乡村旅游的具体路径及政策建议,以达到促进二者健康发展之目的。
Agricultural activities are the main part of rural tourism, and rural land transfer is closely related to rural tourism. The relation of them has embodied in the focus of the land management rights. The circulation of ru- ral land is helpful to solving some bottleneck problems of rural tourism, such as the funds and rural land used for tourism, revitalizing the rural labor market, and promoting the healthy development of rural tourism. The develop- ment of rural tourism need centralize land management rights. If the devlopment situation of the rural tourism is good, a large number of new employment opportunities will be bought, and then not only to achieve the purpose of poverty alleviation and meet the desire of peasants not to leave their homes, ultimately making rural tourism has become an important factor driving land transfer. In this paper, based on the discussion about the mechanism of interaction between land transfer and the development of rural tourism, and a detailed analysis of actual cases also been found, policy proposals rely on a specific path and land transfer of rural tourism development has been put forward. It seeks to promote the healthy development of the land transfer and rural tourism. The boosting mechanism from land transfer to rural tourism has been shown in this paper, land transfer can ensure the demand for land in rural tourism development. The value of the land is also reflected and it makes use of the capitalization of these land possibly. At the same time, the liberation of a large number of labor bound by the traditional agriculture has come ture, those idle labor can find jobs in rural tourism which has provided labor quality requirements not be too high. Rural surplus labor force has been transfered effectivly. After the transfer of land to achieve freely, the operating right can be concentrated. The scale, mechanization, modernization operations can easily be achieved. And with innovative forms of land transfer, more rural tourism patterns will emerge. In a word, measures and
