摘要
中国和日本是亚洲两个邻邦国家,但两国养老保险制度的模式及水平存在较大差别。日本建立了"全民皆年金"的养老保险制度,替代率与养老保险支出水平都比较高。与日本相比,中国城乡养老保险体系初步建立,养老保险支出水平较低,新农保和城居保等制度的覆盖面和给付水平亟待提高。因此,借鉴日本经验,中国应通过加快全国统筹并实现基础养老保险一元化、扩大覆盖面并提高扩面质量等措施,推进城乡养老保险体系的建设与发展。
China and Japan is neighboring country of Asia,but there is a great difference between the model and level of pension system of two countries. The Japanese pension system with the policy ideas ＂universal coverage in public pension＂ has been established, and the level of replacement rate and pension expenditure are higher. Compared with Japan, Chinese urban and rural pension insurance system has also been established, the pension expenditure is relatively lower, the coverage and payment level of the new rural pension system and the pension system of urban residents needs to be improved. Therefore,referencing the Japanese experience,we should promote the construction and development of urban and rural pension system through speeding up the national pooling and the unification of basic pension, expanding the coverage of pension system and enhancing the coverage quality etc.
