摘要
随着我国市场经济的快速发展,城乡之间的发展差距渐趋扩大,大批农民纷纷背井离乡,到城市寻找工作机会,与之相伴而生的是农村留守女童数量也急剧增加,由于缺乏性安全教育和必需的监护措施,有一部分女童成为性侵的对象。留守女童的性安全问题已成为社会高度关注的问题。留守女童性侵案件呈现出三大特征:性侵主体复杂,女童遭受性侵的防护意识淡薄,监护制度未能发挥其应有的基础性保障作用。产生的原因主要有:留守女童缺乏性安全教育,性安全监护措施缺位,健康的思想、文化和基本法制教育匮乏。因此要整合家庭、学校和社会的力量,对农村留守女童进行性安全教育,以实现农村留守女童身心健康与和谐发展。
Along with the rapid development of the market - oriented economy in China, the gap between the urban and rural developments is gradually expanding. Consequently, a large number of farmers leave their hometowns to hunt jobs in cities. Meanwhile, a lot of rural girls become the victims of sexual assaults because of the increasing number of the rural left - behind girls as well as the lack of sexual education and the necessa- ry cares. The issue of the sexual security of the left - behind girls arouses great interest of the society. The cases of sexual assault specialize in three aspects as follows ： the complicated subjects of the left - behind girls suffering sexual assault, the weak self - protection awareness of these girls as well as the imperfect guardian- ship system. The main reasons for these tragedies are the lack of the education in sex, ideology, culture and legality as well as the absence of sexual security monitoring system. In order to achieve the healthy and harmonious development of children left in rural areas, the proper sexual education is necessary with the combined endeavors of the family, school as well as the society.
