摘要
生态工业园区建设已经成为我国加快产业结构优化升级、发展理念整体转型、践行生态文明的重要支撑。综述了我国生态工业园区发展历程,并将其划分为系统性探索阶段、全面试点阶段和生态文明建设新阶段,总结了其发展特点;与此同时,对我国生态工业园区的区域分布、类型分布以及不同类型的区域分布进行了分析,结果表明不同地区、不同类型的生态工业园区呈现较明显的差异性;最后,对东、中、西部地区生态工业园区建设特点和经验进行了评述。针对生态工业园区建设类型、区域发展不平衡问题,提出了相应的政策建议。
Eco-industrial parks provide a profound approach to promote upgrading of industrial structures and full transformation of the development concept of industrial parks. It is also one important support of ecological civilization construction. The development progress of eeo-industrial parks was reviewed, which is divided into three phases, i.e. the systematic exploratory stage, the pilot stage, and the new stage of eco-civilization construction. The types of coo-industrial parks, their regional distributions and the distribution of different types of eco-industrial parks were analyzed, displaying obvious difference among different regions or different types. Also, the characteristics and experience of eeo-industrial parks construction in eastern, central and western China were reviewed. Several policy recommendations were put forward aiming at the problem of imbalance of development the eco-industrial parks among different regions and types.
