摘要
针对目前尚未建立纺织行业生态工业园区标准的现状,提出生态纺织工业园区理念,比较了行业及国家生态工业园区标准异同,在HJ 274—2015《国家生态工业示范园区标准》基础上,从经济发展、产业共生、资源节约、环境保护及信息公开5个方面综合考虑,思考建立我国生态纺织工业园区评价指标体系。根据国家环境保护政策及纺织行业规划等相关文件,设定符合当前纺织工业生产技术水平的指标值;新增2项纺织生态工业链网共生性与循环发展效率指标体现园区生态化水平;引入园区水足迹强度变化率指标作为节水可选指标之一;根据纺织行业特性新增固废生产量考核指标。该生态纺织工业园区评价指标体系的构建将为加强纺织工业生态化发展及精细化管理起推动作用。
As the textile industry eco-industriai park standard has not been established,the concept "ecotextile industrial park"is put forward.The similarities and differences of industrial and national eco-industrial park standards are compared.On the basis of HJ 274--:2015"National Eco-industrial Demonstration Park Standard",the evaluation index system of eco-textile industrial parks in China is established from five aspects:economic.development,industrial symbiosis,resource conservation,environmental protection and information disclosure.According to relevant documents such as the national environmental protection policy and the textile industry plan,the index value should be set in line with the current textile industry production technology level.Two new textile eco-industrial chain symbiosis and recycling development efficiency indicators are added to reflect the ecological level of the park.The indicator of the change rate of water footprint intensity of the park is introduced as one of the optional indicators for water saving.The assessment index of solid waste production is added according to the characteristics of the textile industry.The construction of the evaluation index system of the eco-textile industrial park will.promo:te the ecolqgjpaLdevelopmeot and refined management of the textile industry.
