摘要
目的:为江西省各设区市相关部门合理调整卫生资源配置和加强区域卫生规划提供定量分析和决策意见。方法:采用DEA动态窗口模型评估2005—2012年江西省各设区市的卫生资源配置状况。结果:在研究年度内,南昌、新余、鹰潭3市的效率值较高,上饶、宜春、吉安3市的效率值较低,且赣中、赣南整体效率欠佳。结论:江西省卫生资源配置效率水平整体偏低,且各市效率值差异较大,城市经济发展水平及政府相关政策支持以及卫生资源投入发挥效用的滞后性是影响其效率的主要原因。
Objective The paper aims to provide quantitative foundation and decision reference for adjusting the allocation of the health service resources reasonably and strengthening the regional health planning for the relevant departments in Jiangxi Prov- ince. Methods Assessitlg the health resources allocation efficiency of each municipality from 2005-2012 by applying improved DEA Window Model. Results The efficiency values of Nan Chang, Xin Yu, Ying Tan are higher, while Shang Rao, Ji An, Yi Chun are lower, and the efficiency of the central and south of Jiangxi are lower in the study year. Conclusions The efficient allocation of health resources in Jiangxi Province is overall low, and the economy level ,the relevant policies supported from the government as well as the function hysteresis of the health investment have obvious effect on it.
