摘要
针对皖北地区水资源状况,分析了水资源利用所面临的问题,水资源短缺、水环境恶化等问题严重制约和阻碍皖北可持续发展战略的顺利实施。并提出了可持续发展的四个战略:以节水高效的现代农业为目标的农业用水战略;以多渠道开源、节流治污并举的工业用水战略;以水资源承载能力为基础的城市用水战略;以水资源管理制度为支撑的水资源开发与利用战略。
Water shortages,water environmental degradation and other problems had become increasingly prominent. This situation seriously hampered and hindered the smooth implementation of the sustainable development strategy in northern Anhui. Facing of this,four sustainable development strategies were proposed. They were as follows which agricultural water strategy in saving water efficient modern agriculture as the goal,industrial water strategy developing simultaneously on multi-channel open source and throttling pollution,city＇s water strategy on the basis of water resources carrying capacity and water resources development and utilization strategy supported by water resources management system.
