摘要
环境公共服务是由政府通过公共财政投入所提供的服务,其目前在分配中存在着总量不足,区际、群际间差异显著等问题。根本原因在于中国式分权下地方政府无财政能力,也没有积极性提供环境公共服务。促进其合理分配需要从环境行政法治化、环境民主力量的提升和环境基本公共服务均等化政策的推进等几个方面开展。
Environmental Public Services are provided by the government with public finances, the allocation of which has several problems such as insufficiency and inequity. The root of the problem is the ＂ governance model＂ of the Chinese government. To solve these problems ,we propose reforms to the Hukou and employment policies, legalization of an environmental administration, improving environmental democratic forces, and promoting the basic environmental public service equalization policy.
