Neoliberal Logic behind the Recent Transition of OECD Comparative Higher Education Research

摘要 通过分析2017年OECD新旧两个高等教育项目的更迭,揭示了OECD高等教育比较研究如何深受新自由主义的影响,并逐步被纳入OECD历时近30年构建的全球指标体系和比较教育大框架。继而指出这一转型是新自由主义在OECD内部进一步强化的必然结果,而这种强化使OECD高等教育比较研究难以规避在哲学内涵、权利结构和研究方法等方面的局限。对OECD新自由主义逻辑的深入解析将使我们更好地应对这一转型对全球比较教育的影响。 Through exploring a recent transition of OECD’s higher education project that took place in 2017, this paper discusses how neoliberalism has affected the development of OECD’s comparative higher education research. The analysis reveals how OECD has been gradually incorporating higher education into the global indicator system and comparative education framework that it has been dedicated to constructing over the past 30 years. The transition is found to be propelled by the strengthened influence of neoliberalism within OECD, which made its comparative higher education research difficult to avoid several philosophical, power structural and methodological limitations. The purpose of the analysis is to better prepare our researchers and practitioners for the heightened impact of neoliberalism on global higher education and comparative education terrain following this transition.
