摘要
近代上海公共租界构建的食品安全管理体系是当时中国成效最著的管理体系,不仅保证了居民食用安全,且培育出一批现代化食品企业。牛乳品是外侨的生活必需品,公共租界对其管理高度重视,公共租界工部局通过多次改组管理机构,修改管理制度,健全法律法规,建立病理试验室、化学试验室强化对牛乳及其制品的纯净度、品质的检测,建造牲畜处置场以降低病、死牲畜对养殖业、食用者的安全风险,开展形式多样的卫生知识宣传与教育活动以提高居民食品安全意识等多种举措,使牛乳品安全管理水平逐步提升,到20世纪30年代达到了世界先进水平。不过,仍存在安全隐患如牛奶走私等问题并未得到根本解决,造成的原因主要有"一市三治"的食品安全管理格局、价格因素等。
Safety management was the basic condition to improve the food safety and competitiveness of the related industries. Food safety management system of Modern Shanghai public concession not only had ensured the safety of the residents’ consumption,but also cultivated a batch of modern food enterprises. Dairy Products were life necessities of foreign settlers,and the public concession attached great importance to its management. The paper reviews how the modern Shanghai public concession constructed food safety management system and its results based on a case study of dairy products. The dairy products safety management level had gradually improved,and reached the world advanced level in the 1930 s. The public concession’s measures to improve the food safety included reorganizing management system,improving the laws and regulations,establishment of pathology laboratory,chemical laboratory purity of milk and its products,quality inspection,carrying out various forms of health education to improve the residents’ awareness of food safety. However,some food safety issues like milk trafficking had not been fundamentally solved,and the main reasons were food safety management pattern,price factors,etc.
