摘要
食品安全问题在英国自19世纪以来业已出现。当时英国的食品安全问题首先表现为食品的掺假,牛奶则是最容易掺假的食品。作为各阶层婴幼儿的主要食物,牛奶因而成为近代英国食品安全监管的重点对象。所以,该文重点考察了1875—1914年英国牛奶安全监管状况,强调了"地方政府委员会"代表中央政府推动各地实施监管的职责与行动,认为这一时期的牛奶安全监管,有效地扼制了牛奶掺假的泛滥,促进了近代英国食品安全监管体制的完善,反映了维护食品安全是政府应尽的职责这一主题。
Food safety problem had been one of social problem in Britain in the nineteenth century. During this period, food adulteration was firstly the most major food safety problem, in which milk was adulterated most easily. Moreover, milk became major food for infants and children from all class- es. So, milk was naturally the most important object regulated by British government. Here, the writer discussed the history of milk safety regulation, 1875-1914, and emphasized the responsi- bility and action of Local Government Board to promote local regulation of milk on behalf of cen- tral government. And then the writer thought that this milk regulation repressed milk adulteration effectively, promoted the perfection of food regulating system in Britain, and indicated that to keep food sat:ety was essential for the government.
