摘要
19世纪,英国药品掺假情况严重、方式多样,严重影响社会公共健康与道德、国家的财政收入以及国内外的商业形象。药物掺假情况的盛行与政府管控的缺失、医学界职业专业化阶段行业内部的混乱以及现代化社会的来临等因素有关。在社会各界的舆论推动下,英国政府颁布一系列有关药品监管的法律法规,加之界定药品掺假的标准越加清晰,掺假问题也得到了初步的解决。由此可见,在19世纪的英国,随着经济的发展和社会的进步,传统的自由放任政策已不能适应时代的需要,政府不得不在更多领域负起责任。
In the 19 th century,drug adulteration in Britain was a severe problem in that it took different forms and caused serious damage to public health,morality,national revenue and Britain’s reputation at home and abroad.The prevalence of drug adulteration was related to the lack of government regulation,the internal chaos of the medical community at the stage of professional specialization and the advent of modern society.Under public pressure from all walks of life,the British government finally promulgated a series of laws and regulations on drug supervision.In addition,what constituted drug adulteration had become clearer,and then the problem of drug adulteration was solved.From the case of drug adulteration we saw that in the 19 th century,with economic development and social transformation,the traditional Laissez-faire Policy could no longer meet the needs of the era,and the government had to take responsibility in more fields.
