运用ＩＳＭ解释结构模型、关联矩阵、层次分析方法将素质教育中各主要因素进行了量化分 析，为领导决策提供理论依据，为教师在教学活动中应把精力重点放在哪里提出了参考意
By the methods of ISM interpretationstructural model, relevant matrix and step analysis, the key factors of quality education are quantitatively analyzed Some advice for leaders about how to make decisions and for teachers about to what should they pay their attention in teaching activities is given.
