This paper reviews the achievements on improving varieties of food and oil crops, vegetables, fruit trees and flower plant by plant genetic engineering. The content covers: plant disease and insect resistance's improvements, yield and quality enhancements, new flower color creation; the production of medical proteins, vaccines and human nutritional substances through transgenic plants and the modification of plants to breed new type of crops to produce high extra value materials such as fat and oil, starch, plastic material without pollution (PHA or PHB) for the purpose of industrial uses. In addition,it is discussed that the security of transgenic plant, the relationship between intellectual property right and development of genetic engineering commercialization and the bettering of genetic engineering technology itself. Finally, the outlook toward the plant genetic engineering application in the 21st century has also been mentioned.
