从“减负”的表本出发 ,“减负”工作需表本兼治 ;由“减负”的内外视角出发 ,“减负”工作需主客观两者配合 ;从“减负”口号提出的主旨来看 ,“减负”的本旨乃在增加效率 ,因此“减负”
This paper examines the “Burden Lightening” phenomenon from the angle of its surface and essence, and points out that the “Burden Lightening” reform should be carried out by the combination of superficial and essential settlement. And at the same level, subjective and objective efforts are eagerly needed in the fields. The author puts forward the unity of the enhancement of “Burden Lightening” through the illustration of its nature. The paper concludes with the emphasis on the principle of “appropriate measure” aimed to stop the current wrong practice.
