摘要
介绍“工商业电力系统”的新概念及北美东部系统1998年6月后果严重的电力市场事故；介绍美国电业当局决定各地限期再组建RTO（区域输电机构），以提高应对能力。但RTO的4个特性和8种职责证明，在走过一段弯路，花了一定代价后，建立RTO的用意和我国国电公司及其分公司、子公司的未来基本职能是一致的。
In this paper first of all the new concept of industrial and commercial power system as well as the severe market accident in 1998 in such new type of power system as U．S． Eastern Power System were introduced． Then the characteristics and functions of U．S． new management organization for power grid RTO were presented． At last the results to seek rational power grid management pattern both of China and U．S． power authorities were stated and compared．
