摘要
人地挂钩政策是国务院在支持河南省加快建设中原经济区的指导意见中首次提出的,人地挂钩政策在河南先行先试的原因有哪些、由政策实施带来的拆旧复垦的任务量有多大及实施难度如何,是理论界关心的问题。首先,利用总体规划中规划期城镇化率及人口数量和基期城镇化率及人口数量,来测算每个地市的城镇人口增加量,再按照人均城市建设用地标准和规模测算城镇增加人口需要匹配的建设用地也即拆旧复垦任务量。衡量人地挂钩政策难度通过单位非耕地资源中需要整理出的耕地数量来测算。测算出河南省各地市在2010—2020年人口增加量与折旧复垦量两个指标大小,得出河南省人地挂钩政策实施有一定基础,总体任务重,难度大,但前景美好。
Land with People policy is in the support of the state council in Henan Province to speed up the construction of the central plain economic zone in the guiding opinions pointed out for the first time. The reason, the task quantity and the difficulty of land with people policy is first tried in Henan Province is universally concerned problem. Firstly, population increase in town can be measured through the overall planning of urbanization rate and population quantity and current urbanization rate and population quantity. Secondly, people policy task can be measured according to the per capita urban construction land scale standard. The difficulty of Land with People measures unit non-cultivated land resources need to sort out the amount of cultivated land to work. Work out the above two index of Henan Province in 2010-2020, safely draw the conclusion that Henan Land with People policy implementation have a lot of task and difficulty is tremendous, but a bright future.
