摘要
城乡建设用地增减挂钩政策自颁布以来在各地方已有一定的实践,探讨项目中的问题及对策建议对促进四川省灾后重建意义重大。城乡建设用地增减挂钩项目的问题在成都市双流县主要表现为资金问题、片面追求建设用地指标以及权属调整的问题。应统筹用地规划、建立滚动发展机制、因地制宜、规范管理以有效处理资金不足的问题,保障农民权益,提高村集体参与积极性,推进政策体制改革,以处理权属变化问题。
There have been some practical cases since the issuing of the policy of linking the increase of urban construction land with the decrease of rural construction land. It is of great significance for the post-disaster reconstruction in Sichuan Province to explore the problems and the countermeasures in implementing the policy. The main problems in Shuangliu County, Chengdu City, include insufficient funds, stress on pursuit of construction land quota and readjustment of land property. These problems are to be resolved respectively with the measures of overall planning, adaptation to local condition, establishment of rolling development mechanism, standard management, and the ways of guaranteeing farmers＇ rights and interests, encouraging the participation of village collectives and promoting the innovation of policy system.
