摘要
我国正处于大力引进海外高层次人才的重要战略期,需要在人才引进与服务的政策层面进行深度的思考和顶层设计。本文通过对国家引进海外人才政策的简要回顾,分析了在新的历史时期加强海外高层次人才的内涵理解和外延属性上的新认识;通过运用公共政策分析理论,对我国目前的海外高层次人才引进和服务政策进行研究和思考,从政策设计、政策目标和政策环境等方面分析现行政策的不足。最后,根据我国经济社会发展实际情况,提出了人才引进与服务政策的建议。
Our country is now in an important strategic period of the introduction of high- level overseas talents, we need to conduct a high level thinking and designing to the service policy level. The paper teased the ideology of the main leaders' talent thought since the founding of our country, this might produce a profound enlightenment for us to understanding the connotation and extension attribute of high-level overseas talents in the new historical period; Through the use of public policy analysis theory, researching and introspecting on Chings current introduction and service policy to overseas high-level talents, we analyzed the deficiencies of current policy from the policy design, policy target and policy environment aspects and so on. Finally, according to the actual situation of China's economic and social development, offer a proposal to the introduction and service policy of high-level overseas talents.
