摘要
政府购买公共服务是当前中国行政改革中的重大制度转型,对购买项目进行考核评估是购买公共服务中的重要环节。第三方评估作为一种必要而有效的外部制衡机制,在政府购买公共服务中的作用日益凸显,得到越来越多的重视。在分析中国政府在购买公共服务项目中的评估现状基础上,对引入第三方评估机制的作用及机制设计进行了研究,提出应引入第三方评估机制,对公共服务的综合绩效进行监测和评估,以及时发现问题,改进问题,确保政府委托开展的各项服务能实现既定目标。
The government purchase of public services is one of the great system transformation in China’s administrative reform.Project evaluation is an important item in the purchase of public service.The third party evaluation is a necessary and effective external supervision mechanism.It plays the increasingly important role in the government purchase of public services and receives more and more attention. Based on the evaluation analysis of current situation of the project purchase of public service,the effect and design mechanism of the third party evaluation mechanism is studied.It is suggested that the introduction of third party evaluation mechanism should be constructed.The third party carry out the monitoring and evaluation to find problems and improve the solution so that to ensure that public service can achieve the goals.
