摘要
当前社区图书馆的发展遇到了供给不足与供给过剩并存的尴尬困境。在公共物品理论视阈下,导致社区图书馆效率不高、规模不足、发展失衡等问题的深层次原因在于政府机制的原生缺陷,这是政府行政供给机制所导致的必然。因此传统的政府行政供给模式已无法持续,亟需转型与改革。
The current development of the community library meets awkward dilemmas of the insufficient supply and the surplus supply. In the visual threshold of public goods theory, the native defect of the government machanism is the deep cause for current problems, such as the low efficiency, the insufficient scale and the imbalanced development of the community library. This is the inevitable result caused by the supply of the government administrative mechanism. Therefore, the traditional mode of the government administrative supply has been unable to continue, the transformation and the reform are necessitated.
