摘要
对国家而言,对外援助是外交活动的重要工具,关乎到与其他国家关系的发展,对外援助的议题一直备受学术界关注。作为世界上经济最发达的国家,美国的对外援助开始最早、水平最高、援助总额最多,援助对象领域分布最广,具有相当丰富的援助实践经验,研究意义重大。研究冷战后美国对非洲的援助,有利于充分认识"援助"这个议题的理论脉络和现实状况,最终为我国援助的实践活动提供理论渊源和经验教训。
Foreign aid plays a significant role in developing diplomatic activities for a country and attracts lots of attention from academic world. As one of the most developed countries in the world, United States possesses abundant practical experience in carrying out assistance to foreign countries based on its character as the first implementer which provides assistance with highest amount of money and widest range of beneficiary with an advanced method in the world. Therefore, it is of great importance to make a study on United States＇ aid to other countries. Studying the issues of American aid to Africa after Cold War will be conducive to get a fully understanding on theoretic context and realistic situation of the foreign-aid. Result of the study can eventually lay a theoretic foundation in exercising our foreign assistance afterwards and provide us experiences and lessons in this regard.
