摘要
氧化铝行业的高污染排放特性导致近年来对该行业的环保监管从严,但这对行业发展的利弊缺乏理论依据。“波特假说”认为环保政策能够刺激企业技术创新,进而提高企业的竞争力。使用1999-2012年的面板数据,对氧化铝行业的环境规制对技术创新造成的影响进行了实证研究。研究结果表明:在氧化铝行业“波特假说”成立与否与企业的规模大小有关;大型企业符合“波特假说”,即环境规制能促进企业技术创新进而增强企业竞争力;中小型企业则不符合“波特假说”,即环境规制导致的成本增加反而抑制了企业的发展。借助环境库兹涅茨曲线对该研究结果进行了解释,并提出了相关的政策建议。
The high pollution emission characteristics of alumina industry leads to intensive environmental regulation. However, whether environmental regulation can promote technological innovation in aluminum industry is controversial. Porter hypothesis suggests that rigorous environmental policies can stimulate enterprises' technological innovation, and the enterprises can be more competitive. Based on the date from 1999 to 2012, this paper uses the panel data model to conduct an empirical analysis about the relationship between environmental regulation and technology innovation of alumina industry. The results show that whether the "Porter hypothesis" is tenable in the alumina industry is related to the size of the enterprise. The "Porter hypothesis" is tenable in the large-scale enterprises, that is to say the environmental regulation can promote the enterprises' technological innovation; while the small and medium-sized enterprises are not in line with the "Porter Hypothesis", which means the environmental regulation will lead to the increase of the costs and then restrain the development of the enterprises. With the environment Kuznets curve, this paper explains the results and puts forward some relevant suggestions.
