摘要
我国环境责任保险还处在试点阶段,其未来有着巨大的发展空间。在构建我国环境责任保险制度时,应借鉴发达国家相关的制度和模式,结合我国的实际情况建立适合我国国情的环境责任保险制度。未来我国的环境责任保险制度,应实行强制责任险和商业三者险相结合的保险模式;建立在政府指导扶持下的保险公司联合承保机制;建立专业的风险评估、监测机构和损失鉴定机构;实行个别化和差额化保费制度;赔付程序应简洁有效。
Environmental liability insurance is still in the pilot stage in 12tllna, wire great pore, urn While constructing environmental liability insurance system, we should learn from the developed countries, and com- bine their systems with China＇ s national conditions. We need to implement the insurance mode which combines com- pulsory liability insurance with the third party liability insurance and establish joint underwriting mechanism among insurance companies under the guidance and support of the government. We must also set up professional institutions for risk assessment,monitoring and loss appraisal. In addition,a differential premium system should be introduced to meet the needs of various enterprises, and the payment procedure should be highly efficient and convenient.
