摘要 水利工程多项目投标决策对于任何一个承包商都是非常重要的,如果承包商面对工程承包市场上的多个项目,不加选择地投标,可能影响到企业的经营发展。根据我国当前水利工程建筑市场竞争的情况,在《水利水电工程标准施工招标文件》(2009年版)合同通用条款风险分析的基础上,利用Delphi专家法确定了水电工程项目建设过程中承包人投标决策指标体系。为承包商提供一种基于模糊集合理论的水电工程投标多目标决策方法,该方法认为拟投标项目的各基本指标为模糊数且假设其相应的隶属函数为正态模糊分布,这与实际中各个专家的判断是相互独立的相适应,可以在不确定条件下尽量减少决策中的不确定因素,从而获得科学、合理的决策结果。 Multi-water projects bidding decision is crucial to any contractor and unwise bidding affects the company' s business and development. This paper identifies an evaluation index system for contractor's bidding decision in China' s current water project construction market, using the Delphi experts method and on the basis of risk analysis of general terms in Water Resources and Hydropower Engineering Construction Standard Bidding Documents (2009 Edition). The multi criterion decision-making method is based on the fuzzy-logic theory, assuming that each basic indicator of the project bidding is a fuzzy number and the corresponding membership function follows a normal fuzzy distribution. This method is consistent with the practice that each expert judgment is independent of each other. It can reduce the uncertainty in decision making under uncertain conditions and thus improves the decision results.
