摘要
从住区人口年龄结构、社会生活方式、出行空间尺度、住区开发形式、公共设施配套供应模式与实际需求之间矛盾关系等方面综合分析了引起住区公共设施配套调整的因素,探讨了住区公共设施的需求和配套发展趋势,提出了调整住区公共设施配套规划的思路和建议:在配套模式上,简化组团分级,将三级配套调整为两级配套,强化设施的服务功能,扩大服务半径;在用地调整及规划布局上,单独划分公益性设施用地,由政府统一配建,采取集中外向型布局;增配社区服务性设施和老年设施并提高其配套标准;完善公共设施的配套机制,强化保障公益性设施而灵活配套经营性设施等。
The paper analyzes the factors causing the adjustments of supporting public facilities in the residential area from the following aspects： age structure of the residential population, social lifestyle, spatial dimension of traveling, development form of the residential area, the contradiction between the supply mode of public facilities and the actual demands, etc. Besides, it discusses the demands for and the development trends of the supporting public facilities, and puts forward some ideas and suggestions on adjusting the planning of supporting public facilities as follows： in terms of the mode, the grouping of public facilities should be simplified from the traditional three-level to the two- level supporting public facilities so as to strengthen the comprehensive service functions of public facilities and expand the service radius; in terms of land use adjustment and planning layout, the land use for public welfare facilities should be separately demarcated and constructed by the government in a concentrated and outward-oriented layout; the public service facilities and the facilities for the elderly should be constructed in the communities and their standards should be improved; the supporting mechanism of public facilities should be completed so as to guarantee the supply of public welfare facilities while flexibly providing the supporting operational facilities.
