摘要
根据科技成果评价的目的和特点,首先构建了应用技术类科技成果评价指标体系,包括技术创新性、技术经济指标的先进性、技术重现性和成熟度、技术创新对推动科技进步和提高市场竞争能力的作用、经济和社会效益五个方面。利用DEA输入输出指标的制定原则确定了科技成果评价的输入、输出指标。实际案例证明,采用基于DEA系统潜力损失的决策单元全排序方法对科技成果进行排序是可行的。
On the basis of the purpose and characteristics of the evaluation of scientific and technological a- chievements, the evaluation index system of scientific and technological achievements is constructed, inclu- ding technical innovation, technical and economical indexes, technical reproducibility and maturity, the role of technological innovation to promote the progress of science and technology and improve the ability of market competition, economic and social benefits. Based on the principles of input and output index of DEA, the input and output index of evaluation of scientific and technological achievements is determined. Actual case shows that the proposed method is feasible.
