摘要
目的探析《国际卫生条例(2005)》实施以来东疆口岸核心能力建设所取得的成绩和不足,为未来发展提出对策建议。方法主动开展自查和国家质检总局检查,并借鉴国内外先进口岸核心能力建设经验,根据评估结果完善口岸核心能力建设。结果东疆口岸核心能力建设成绩显著,并根据自身存在的不足提出了未来发展的对策建议。结论东疆将按照《国际卫生条例(2005)》提出的要求,集合各方力量,科学实施,实现"十二五"期间口岸核心能力建设的全面提升。
Objective This article is an analysis of the achievements and deficiency on core capacity construction in Dongjiang port since the implementation of the International Health Regulations （2005）. And some suggestions are given to future development. Methods This article evaluates the self-examination and the check of AQSIQ （General Administration of Quality Supervision, Inspection and Quarantine of China）, analyze the advanced experience in the world and based on the results, tries to improve core capacity construction. Results The achievements of core capacity construction of Dongjiang port are significant. Suggestions for future development are put forward according to the shortages. Conclusion Dongjiang will abide by the request of the International Health Regulations （2005）, gather all forces, implement scientifically, and comprehensively enhance the core capacity construction during the ＂Twelfth Five-Year Guideline＂.
