摘要
目的探讨虚拟口岸中的卫生检疫监管模式,提高卫生检疫监管能力。方法分析"虚拟口岸,直通放行"实行"一次申报、一次检验检疫、一次放行"监管模式中所存在的利弊关系及如何解决相应问题的途径。结果有效提高了通关速度、降低了企业的物流成本、提高了企业的管理水平,但在享受方便、快捷的通关服务的同时存在潜在的卫生学风险。结论简化通关流程及环节,降低物流成本,提高通关效率是大势所趋,是卫生检疫监管工作改革的方向。但目前尚缺乏统一的卫生检疫监管流程,卫生检疫监管的法律法规有待完善。怎样在"提速、减负、增效、严密监管"的大通关背景下,卫生检疫监管工作更加科学合理、有效、高效,有待进一步深入探讨。
Objective Discuss health quarantine mode at virtual port to improve the capacity of health quarantine supervision. Methods Analyze the advantages and disadvantages of ＂virtual port, direct clearance＂ mode , ＂one application, one inspection and quarantine and one grant＂ supervision mode and discuss relevant solutions. Results While effectively increase customs clearance speed, decrease transportation costs and improve management level, these modes can also pose potential health risks. Conclusion Simplification of custom clearance processes, reduction of transportation costs, improvement of customs clearance are inevitable trend of health quarantine supervision work. Given the lack of unified supervision processes, health quarantine laws and regulations need to be further improved. In the context of ＂ improve speed, reduce burden, increase efficiency, strict super- vision＂, we need to further explore ways to make it more scientific, rational and effective.
