摘要
改革开放以来,社会管理进入了新的阶段,特别是社区管理政策从社区服务领域逐步扩张到了社区参与领域,提出了具有中国特点的"社区建设",并且在社区服务和社区参与领域都不断培育并完善社区治理的功能。社区服务与社区参与成为社区治理的两大功能任务。社区服务是社区治理的基础,是社区治理功能发挥的首要任务。社区参与是社区治理功能发挥的动力来源,是社区治理的精髓。
Since the reform and opening up,the social management has entered a new stage,especially the community management policy which expanded from community service to community participation with Chinese characteristics ＂community construction ＂.And the community governance function is cultivated and improved in community service and community participation.Community service and community participation have become two major functions of community governance.Community service is the basis and the primary task of community governance function.Community participation is the power source and essence of community governance function.
