摘要
老年人的医养服务需求是连续的,而我国专业化的医疗、医护、照护服务却被政策分割成条块状。日本的社区医养结合服务经历几十年探索,形成了制度层面、组织层面、专业层面和临床层面的全方位社区医养结合服务体系。日本的《社区医疗照护综合保障促进法》、“医疗照护综合保障促进会议”“社区医疗照护综合保障基金”、综合的医疗福利政府部门、照护经纪人、共通基础资格制度等都为我国医养结合服务发展提供了重要的参考与新思路。
There are continuous needs of the elderly care,but social services are divided into blocks by policies,such as medical treatment,medical care and elderly care in China.The integration of medical and care resources in Japan has formed into a comprehensive integration system at the institutional level,organizational level,professional level and clinical level.The Law on the Promotion of Comprehensive Security of Community Medical Care,“Comprehensive Health Care Promotion Conference”,“Comprehensive Protection Fund for Community Health Care”,comprehensive government departments of health benefits,care manager system and licensed practical nursing system provide important reference and new ideas for the integration of care resources in China.
