摘要
《中华人民共和国招投标法》的颁布和实施,是我国建设工程领域发展的一个重要转折,对我国工程建设市场的招投标的规范化管理起了重要的作用。近年来,我国的工程造价制度和招投标制度在不断的完善,我国的工程建设领域的规范化管理已经有了良好的效果。在工程建设招投标过程中,中标价的确定是一个难点。本文通过对工程价格构成及计价依据的分析和对工程招投标中价格评判方法进行的比较,得出用工程量清单计价方法采用除低于成本价外的最低价作为中标价的观点。
The enacting and implementation of Law of the People＇s Republic of China on Bid Invitation and Bidding is an important turning point in development of engineering construction in China and plays an important role in standardization for bidding of construction project.In recent years,with the continuous improvement of project cost system and bidding mechanism,the standard management in the field of engineering construction has achieved a good result.In engineering construction bidding,the determination of bidding price is a difficulty.The paper analyzes the constitution of project price and its principle of design,and compares the price evaluation method in engineering bidding;at last,it gives the way that taking the lowest price except the cost price by using he bill of quantities pricing.
