摘要
新型农村合作医疗制度是现阶段我国农村居民的基本医疗保障制度。文章通过对南通市2003～2011年新农合制度运行情况及农村居民的问卷调查,分析当前新农合制度运行过程中存在的主要问题,从加强新农合立法工作、健全筹资机制、缩小城乡医保差距和控制医疗费用不合理增长等方面提出对策建议,为进一步完善新农合制度提供科学依据。
The New Rural Cooperative Medical System（NCMS） is the basic medical care system for rural residents in China now. Taking the running status of NCMS in Nantong city in 2003 - 2011 as an example,with the questionnaire - based surveys in the rural residents, the article analyzed the key problems in the running of NCMS and came up with strategies in some fields, such as legislation strengthening,financing mechanism, medical expenses control, optimization of reimbursement, et al. The study pro- vided scientific support for NCMS improvement.
