摘要
目的:了解2008~2015年间辽宁省新型农村合作医疗住院补偿和门诊统筹补偿的整体变化趋势和公平性情况,以及各级医疗机构间补偿的差异,为辽宁省城乡医保并轨工作提供数据参考和政策建议。方法:运用SPSS 20.0软件对数据进行描述和分析,采用集中指数分析补偿公平性。结果:2008~2015年间辽宁省新型农村合作医疗住院和门诊统筹的补偿人次、医疗费用、医疗费用补偿、补偿比总体上都呈增长趋势,补偿集中指数均小于0.1。8年间住院补偿人次和住院补偿金额集中在县级医疗机构,住院费用集中在县外医疗机构,门诊统筹人次、费用、补偿金额均集中在基层医疗机构。结论:辽宁省新型农村合作医疗费用补偿政策总体来看实施效果较好,但仍存在医疗费用增长过快、实际补偿比较低、基层医疗机构住院人次较少等问题,城乡医保统筹政策实施后应加强对这些问题的重视。
Objective To study the change trend and equity of inpatient and outpatient medical cost compensation from New Rural Cooperative Medical System （NRCMS） from 2008 to 2015, and provide references for its improvement. Method Data was described and analyzed with software of SPSS 20. O. And the equity of compensation was analyzed with concenlration index. Re- sults The person - time, medical cost, compensation and compensation ratio of hospitalization and outpatient kept increasing from 2008 to 2015. And the concentration index of compensation was less than 0. 1. In the past 8 years, the number and amount of hos- pitalization compensation concentrated on county hospitals. The hospitalization cost concentrated on medical institutions out of the county. And the number, cost and compensation of outpatient concentrated on primary medical institutions. Conclusion The imple- mentation of NRCMS compensation policy was well in Liaoning Province. But some problems still existed, such as over - speed in- creasing medical cost, lower compensation ratio and less inpatients in primary medical institutions, which needs to be improved.
