摘要
根据笔者已经构建的全民统一健康保障乘法模型,收集相关数据,定量分析中国2003-2010年全民统一健康保障发展程度,并进行灵敏度分析和国际间比较,为卫生改革发展决策提供参考。结果表明:中国全民统一健康保障的发展程度仍然处于初期阶段,健康保障制度的数量、统筹层次等因素对全民统一健康保障程度的影响显著。建议尽快合并城乡不同的医疗保障制度,统一待遇,提高统筹层次和保障水平,加快建立全民统一的健康保障制度。
