摘要
分析指出,"限蝇令"的出台体现出政策制定的大趋势——政策指标量化。要做到量化指标更科学合理必须注意几个方面:并非所有的政策目标都可以量化;能够量化的政策指标必须具有现实性、可行性;量化的政策指标必须要经过调查研究。
The paper analyzes that ＂Fly by limit order＂ comes on stage reflecting the policy trend：policy index quantization. To achieve quantitative index is more scientific and reasonable, so we must pay attention to several aspects：Not all of the policy goals can be quantified;able to quantify the policy targets must be realistic, feasible; quantification of policy indicators must be through investigation and study.
