摘要
全球信息技术的迅猛发展,以及由此引发的统计部门源头数据信息化采集改革,都对当前CPI价格数据采集提出了更高的要求。而扫描数据的出现,或许能够解决这一问题。与传统的人工价格采集方式相比,扫描数据在降低企业回答负担、减少人工采价而产生的测量误差等方面,有着显著的优势。但是,作为一种高频海量数据,扫描数据对现有的指数计算方法也提出了挑战。目前,各国利用扫描数据编制CPI的方法不尽相同,而新提出的RYGEKS指数可能会有更广阔的前景。笔者对上述方法进行了比较研究,以期为我国利用扫描数据编制CPI提供理论依据。
The rapid development of global information technology and the information reform of source data in statistics department put forward to the higher requirement to the present data collection in CPI. However, the problem may be solved with the emergence of the scanner data. Comparing with traditional data collection, scanner data has remarkable advantages, especially in reducing costs and burden, as well as offering a substantial reduction of the risk of manual collection errors. But this is a big challenge to the present calculation method of statistics index because of the high frequency and mass about scanner data. At present, different countries make use of diverse methods in scanner data with CPI and the new RYGEKS index maybe has a broader prospects. In this paper, the authors made a comparative study in order to provide a theoretical basis to make use of scanner data in China.
