摘要
中国是地震发生频繁且灾害严重的国家 ,火灾是地震灾害的重要次生灾害 ,震后对火灾的及时扑救对减少人民生命财产损失具有重要意义。为降低震后火灾造成的损失 ,通过对城市地震火灾的特点所进行的分析 ,总结了与火灾扑救相关的建筑物、道路、桥梁、给水系统等的灾害预测规律 ,提出了地震灾害下的消防调度决策方法和实施步骤 ,并建立了基于多起点最短路径计算和考虑道路通行概率的消防调度决策模型。该模型对加快应急救援速度、提高城市的整体救灾能力 。
Earthquakes frequently occur and lead to great social and economical losses in China, with fires as the important secondary disaster induced by the earthquakes. This paper presents a new method for decision making for fire fighting dispatch during earthquakes to reduce losses due to fires based on the analysis of earthquake induced fires and disaster risk prediction for buildings, road systems and water supply systems due to earthquakes. The model is based on the analysis of the shortest path for multiple start points and the analysis of road conditions probabilities. It will improve emergency response during eartthquakes and mitigate disaster effects in cities.
