摘要
以经济学和社会学的相关理论作为研究的理论基础,研究当前竞技体育人才流动的途径、形式和特点,分析竞技体育人才流动过程中存在的问题及原因。研究认为,建立人才流动与退出评估机制、完善利益表达与决策机制、制定方案,对人才的流动实施引导与有限限制及完善政策法规,发挥政府的引导作用是解决人才流动难题的重要措施。此外,应采取多种措施,避免人才资本产权纠纷。在人才流动过程中兼顾多方主体利益均衡,妥善处理人才流动与培养的关系。
On the basis of economics and sociology theories, the ways, forms and characteristics of sports talents'flow, and the problems and reasons for the drain flow are analyzed. It is believed that to establish the flow and exit assessment mechanism ,improve expression and decision mechanism of benefit, and develop programs to implement guidance and limited restrictions on talent flow is an im- portant measure to solve the personnel flow problem. Besides, various measures should be taken to a- void human capital property rights disputes. It is advised to balance interests of all parties in talent flow and properly handle the relationship between talent flow and talent training.
